Well, Ok, this initial "Indoor Beautification Project" relates as much to your state of mind as to your home!

Proper Wine Storage

If possible, you should store wine bottles in a dark underground room where the temperature is steady in the 50 to 55 degrees F range. Not all residential basements are suitable. Excessive humidity promotes the growth of micro-organisms that can spoil a wine or cause it to age prematurely -- so be sure that your de-humidifier is set and functioning properly.

If an above-ground closet is necessary, special wine cabinets with automatic  temperature and humidity controls are available. 

Most wines should be laid down so that the cork will remain moist. If the cork dries out, it will shrink and may not seal the bottle effectively. Red wines in particular need to breathe, so they must remain in contact with the cork. Hence, the cellar should have racks rather than shelves. Various materials may be used in making racks -- even hollow cement or ceramic blocks in various shapes and sizes. The racks can be custom-made for the space available or modular units can be purchased at specialty shops.

The rack must be sturdy since a full bottle of wine weighs up to three pounds. It is best if the rack has grooves to prevent the bottles from rolling around -- wines should not be shaken.
